New Study Confirms that Davis-Bacon DOES NOT Raise the Cost of Federal Construction Projects

The Building and Construction Trades Department is not currently, nor has it ever been, involved with the formation of this potential new union.

The Associated Builders and Contractors (ABC) today released a new study which purports to show that Project Labor Agreements (PLAs) dramatically increase the cost of school construction projects in the state of California.  The study, Measuring the Cost of Project Labor Agreements on School Construction in California (Vince Vasquez, Dr. Dale Glaser, and W. Erik Bruvold; 2011), was immediately called into question because the study's authors misrepresented the findings of another researcher they had cited.

The continuing and unfounded criticisms of the Dulles Rail extension Project Labor Agreement (PLA) by public officials in Virginia demonstrate an embarrassing lack of knowledge and familiarity with the project itself; the U.S. construction industry as it exists today; and more importantly the greater Washington DC construction market.

Last week, the board voted to delay action until August, but the pressure to require higher wages and better benefits for workers on CPS building projects isn't going away.
 

A new report centering on the value and best practices of Project Labor Agreements (PLAs), and authored by two of the foremost experts on such agreements, was released by the Economic Policy Institute (EPI) on August 11, 2010.

The cover of the June 28, 2010 TIME Magazine has a headline that reads, “The Broken States of America – How the Financial Crisis of the States Affects All of Us.”  The article contained therein (“The Other Financial Crisis”), which focuses on the widespread issue of states and local governments facing the worst cash squeeze since the Great Depression, is an important aspect to the debate over public construction and the utility of Project Labor Agreements (PLAs), not to mention prevailing wage statutes.
